The Watchman. Historic photograph of Discovery Point Trail construction in 1932. Construction and development projects were threatened by budgetary constraints of the Great Depression. Funding from the Hoover administration provided emergency funds for the NPS projects. By 1933, the Watchman Observation Station was completed by government public works funding.
