What we have here is the base of the carriage house turntable. Carriage houses of the wealthy would once have often contained a turntable so that the carriage could be turned and brought out front-forward. As cars became increasingly common, the turntables continued to be used for homeowners' new cars. New turntables even continued to be installed into the first couple decades of the 20th century. What we see here is the base which the turntable rotated on.
