Annual Report of the R.W.G. Secretary Mrs. Hattie N. F. Walker to the 72nd Annual and 11th Biennial Convention of the Right Worthy Grand Council, IOSL August 15, 1939. Sixth Mt. Zion Baptist Church, Richmond, Virginia. / The recent two years included rate adjustments to the ABC policies held by many older members as well as rebuilding confidence and morale. The rate adjustment resulted in significant opposition and propaganda spread from within and without the organization. Other fraternals as well as commercial insurance companies tried to recruit St. Luke members. Even long-time IOSL leaders and staff members became mistrustful enough to require replacing. Severe membership losses resulted, some of whom returned to the Order. In addition, a number of veteran workers died during this period. Home Office staff were constantly traveling to explain policy changes and reassure St. Luke members of their rights and reverse the results of impulsive actions resulting from ignorance or misunderstanding. The Order gained sound financial footing for all membership classes during this time. The Educational Loan Fund is too small to offer many students assistance, but continues to make small loans for education. It may need to be abolished. The new national Social Security Legislation has been burdensome. The Order is except from State Unemployment insurance taxes, but the Federal Social Security tax for the past two years had to be paid from a variety of sources since members cannot be assessed for labor expenses. The Order successfully met the Federal New Deal wage and hour law requirements.
