General John G. Barnard described the position as such:
"Fort Reynolds: The site was selected for its command of the valley of Four-Mile Run. It is defective in trace and in having no view of the ap proaches from the west, the ground rising in that direction. The latter defect is being remedied by the construction of a seven-gun battery (Battery Garesch) with stockaded gorge, about 200 yards to the westward."
