Kalapana Section of Chain of Craters Road Dedication Ceremony

To the left of him are the other two men wearing suits. They are both looking down at the road fixing the garland that runs across the road in front of them. In the background there is a group of spectators watching the dedication ceremony from the side of the road. Some of the spectators are holding up cameras to their faces.
