August 3rd, 1910 Colonel Thomas Smith Dear Colonel: Yours in reference to the Flag carried in the group on the Virginia Monument has been received. Our Board are much gratified at your prompt action. You can notify the sculptor to proceed. The papers are being copied to refer to the Secretary of War and will be sent him as soon as he returns. We are not willing that any one except the Secretary should approve or those in the highest place should carry out the plan. The Secretary and Asst.
