The circular stairway leading to the observation platform at the base of the dome had been lined some time ago with ornamental sheet copper applied over wood furring strips by th War Department, presumably to overcome a damp condition of the walls in the stair well. Now, if the repair operations as recommended in this report are carried out, it seem likely that the sheet copper could advantageously be removed. The stair well is not well lighted to begin with, and the dull copper surfaces make conditions worse. Furthermore, an electric light should be installed at the head of these stairs to light the first few od the top threads.
The cost of materials and labor to accomplish this work have been estimated as follows:
