Dear Mr. Emery:
I am in receipt of letter dated February 16th from Judge Neill Bohlinger asking us to write you regarding the foundation for the Arkansas Memorial.
As stated in my letter of February 3rd to your Mr. Wing, Mr. E.D. Warren will handle the erection of this Memorial. He is well qualified and has erected many outstanding memorials in National Parks throughout the United States including Gettysburg. Therefore, we feel with his knowledge and experience along with the help of your associates, that he will be able to install the foundation in accordance with your wishes and regulations. When Mr. Warren begins excavation we can better determine the depth and extent of the foundation. At the present, we have no way of knowing the condition of the ground. You may rest assured of Mr. Warren’s fullest cooperation.
