Dear Sir- The Gettysburg National Park Commission have the honor to submit to you a copy of the design of the Virginia Monument as forwarded by the Va state committee and their report on the same.
The Gettysburg Park Commission approve of the design only suggesting that the Virginia State flag be introduced in the group at the base in place of the Confederate flag.
The monument being a State erection and erected by the State Laws, it would seem more appropriate to have the Virginia Flag as the one used to lead the troops in action.
