Col. Caivi responds to a letter Mr. Gass sent to the Office of the Secretary of Defense (not included in our collection) stating the “Department of Defense would interpose no objection to the reburial in Arlington to the remains of the last survivors of the Union and Confederate forces in side-by-side graves at an appropriate site…” The Colonel goes on to mention the legislative history concerning the last Union survivor but points out that the Department of the Army can find “no clear records in the National Archives that either Mr. Williams or Mr. Salling “either served in the Confederate States Forces; much doubt was cast during Mr. Williams’ lifetime on the accuracy of his claims; and “…the burial of either man would be in the nature of an exception.”
