Subject: Proposed Indiana Memorial
As noted in the attached, the 1967 session of the Indiana legislature appropriated $20,000 for the erection of a State Memorial on the battlefield of Gettysburg. A commission comprising the following was appointed: Thurman M. DeMoss, Chairman; Margaret Colclesser, Secretary; Ralph Rader; J. Ben Rickets, and Galen Colclesser.
On May 16, the Commission met with Mr. Harrison and myself. The meeting began at 10 A.M. in the Park library at which we discussed the usual requirements for a site. We then conducted a tour of the Park to view possible locations. Another meeting was held at 4 P.M. after the group had reviewed the situation.
Indiana had five regiments engaged in the battle and in the early years of the Park a monument was erected to each. The regiments and the monument locations are: 7th , Culp’s Hill; 14th, East Cemetery Hill; 19th, Meredith Avenue; 20th, Cross Avenue; and 27th, near Rock Creek. The sites selected for the regimental monuments had been placed where the particular troops had fought during the battle.
Assuming that one of these five locations would be a suitable site for the State Monument, the Commission was most impressed with the Rock Creek site and so recommended it. Justification for its selection is (1) its location in close proximity to a paved road making it possible for it to be viewed by visitors approaching by car on the tour road, (2) its adaptability to a setting that has ample room and with no intrusive objects such as other monuments, and (3) its suitability from a topographic standpoint, since it could be placed at the elevation of the nearby roadway with little disturbance to the surroundings, and assurance that it would not entail drainage problems.
