Zenor Executive Director, Indiana Civil War Centennial Commission State Library and Historical Building Indianapolis 4, Indiana Dear Mr. Zenor: We are glad to respond to your letter of February 9 in which you suggest that the State of Indiana may be interested in erecting a State monument or memorial within the Gettysburg National Military Park to its Civil War soldiers who fought at Gettysburg. The National Park Service has no objection to the State of Indiana erecting such a monument and memorial if a suitable place for it can be found where it would be appropriate and relate to the action of Indiana units in the battle. As you may know, the Gettysburg battlefield is already somewhat crowded in places with monuments and memorials, but whether this would be a problem with respect to an Indiana State monument we cannot say. It would be desirable and necessary for you and the proper State officials in determining this point to consult with the Superintendent of Gettysburg National Military Park and his staff on this matter, and, if at all possible, to go over the ground in the Park where such a monument might be erected for the purpose of selecting a specific site. The present park road system and the proximity of other monuments would be among the factors that would have to be considered. It is considered desirable for the Service to have an opportunity to review design sketches, drawings, and specifications, together with a formal request for assignment of a location, if the proposal for a state monument is implemented. Ordinarily there is little difficulty in reaching an agreement on these matters. Any inscriptions on monuments should be free of censure and be nonpartisan in nature. This general rule was adopted many years ago by a bipartisan committee of Northern and Southern veterans of the Civil War who planned the first Civil War battlefield parks that were authorized and established in the 1890’s.
