Washington Monument Grounds, National Mall & Memorial Parks. Initial plans for the city of Washington were created by Pierre Charles L'Enfant in 1791. The plan was modified by his successor, Andrew Ellicott. Ellicott's plan included this site for a monument to honor George Washington.
