She wears the beige 1970 NPS uniform administration support dress with a full-length zipper down the front sits on benches talking to a man in a suit. She wears black sleeves on her lower arms which are not part of the uniform. The one on her right arm has a red band at the top and the one on the left has a green band at the top. The arm bands probably represent an official role at the conference, perhaps as a translator or guide.
