Dear Mr. DeMoss:
The Regional Director, National Park Service, has approved locating the Indiana State Memorial on the Spangler’s Spring site. This is the location recommended by your commission on May 16, and approximately as indicated in the enclosed photograph.
The next step is for your commission to decide on the monument’s design. When this is completed a plan or model should be submitted for approval, together with the texts of proposed inscription and a site plan.
In meeting his responsibility for determining what constitutes a suitable memorial, the Director of the National Park Service would have to be satisfied as to its design, inscription, material and finish. He would have the inscriptions reviewed to be assured that they are historically accurate and in keeping with the intent of the memorial. He would secure advice, perhaps from a Fine Arts Commission, to be assured that the memorial meets the design standards for such works. And he would expect assurances, such as a copy of the action of the Legislature of the State of Indiana, that the submitted plan represents the desires of the people of the state.
