Madam:
Referring to a site for a monument in the Park to the North Carolina Troops, please be advised that if formally agreed upon by the [illegible] State Commission, I will recommend to the War Department the site on West Confederate Ave., north of the Virginia monument and near the Pettigrew Brigade marker.
If this site should be formally selected, the forest on the east side of the roadway will be cleared away to give an unobstructed view of the monument from the Bloody Angle.
