1. Attention is invited to the inquiry of the basic communication and reply of this office. There is no knowledge here of any law which will prevent the use of the Confederate flag as a part of the design, although the propriety of such representation might be questioned in some quarters. So far as concerns this office any objection would see rather far fetched.
2. It is recommended that if the design for the monument is otherwise acceptable the appearance of the Confederate flag among the ornamentation will not be objectionable, and that this office be authorized to so advise Mr. Fuller.
