Monument contributes to the national significance of the park under NR Criterion A because it represents the national movement among Federal Civil War veterans to commemorate the site of Andersonville Prison by erecting state monuments.

Consists of 8' x 8' stepped granite base and a tapering granite pedestal supporting a bronze sculpture of a Union soldier in a great coat with a doffed cap. Overall height is 16'. Located in northwest quadrant of cemetery.
